Lighting in our community: What you need to know
Lighting plays a vital role in creating welcoming, functional and safe public spaces across our City. Whether it's a street light on your road, lighting in a local park, or illumination along a shared path, here's how it all works - and how you can get help when something isn’t right.
What we manage
Our Council is responsible for lighting in:
- Parks and reserves
- Sports fields and carparks
- Council-owned buildings
- Some public spaces and pathways
We understand that lighting can help people feel safer, but providing lighting isn't always possible. Our goal in lighting public spaces is to balance community need and sustainability with safety, focusing on adequate and functional lighting.
Street Lighting
Our Council is responsible for providing new street lighting across our local and regional roads throughout the LGA. This includes providing new street lighting as required when we deliver new traffic facilities such as pedestrian crossings and roundabouts. We are also responsible for providing street lighting through our developing suburbs - typically this is delivered by the respective developer (residential, commercial and industrial).
Where new street lighting is installed, it must comply with the current relevant lighting standards at the time. This includes street lighting in rural and semi-rural locations.
We do acknowledge that the existing street lighting throughout our older residential, commercial and industrial streets, was installed some time back and designed to meet the lighting standard that was in place at the time of installation. We accept that this may result in a level of lighting that differs from contemporary standards.
We work closely with other providers, such as Endeavour Energy, who manages most street lighting across the City. Our Council pays Endeavour Energy an annual service charge for existing street lights.

Any adjustments to Endeavour Energy assets such as streetlights, globes or glare shields, requires a submission to Endeavour Energy, not directly to Council. When reporting via the link above, enter your address on the outage map and select the streetlight in question.
Light overspill and glare
If you are concerned about glare from street lights, please contact Endeavour Energy's general enquiries on 133 718 or alternatively you can report online at the below link by entering in your address, selecting the streetlight and then selecting ‘report an issue’.

A glare limiting device may be identified as an appropriate option to reduce glare from street lights.
Light spill from a residential property
Council does not regulate light spill from private residential properties, as this is considered a civil nuisance matter. Council cannot intervene in private lighting disputes. However, we encourage residents to resolve these matters directly with the property owner, where possible, as they often choose to make adjustments once they are made aware of the impacts.
