At the Ordinary Council Meeting of 25 August 2025, Council endorsed the Waste & Resource Recovery Strategy 2025-2030, strengthening its role in the circular economy.
Penrith Mayor Todd Carney said he was excited to present Council’s Waste & Resource Recovery Strategy to provide direction and support initiatives to improve resource recovery and circular economy practice.
“Penrith has a long history of leadership in this space and we are proud of our impacts to date,” Cr Carney said.
"We face great challenges with extremely limited landfill options in the Sydney Basin. However, Penrith is prepared to move forward to recover waste generated with a well-established 3-stream source separated program in the City. This includes a community prepared to take on more sustainable practice with services to divert textiles, electronic waste, household hazardous waste and more.
"With our community's commitment to sustainable practice, I am confident we will continue to progress towards the ambitious targets set within this strategy, reducing our waste to landfill and seeing valuable and beneficial resources being recovered and reused locally or further afield,” Cr Carney concluded.
Council’s leadership in introducing FOGO services in 2009, has saved the Penrith community $49 million through composting in lieu of sending the material to landfill.
