Creative Hoardings Program

Penrith is a vibrant and dynamic city with distinctive landscapes and public spaces. It is an engaging retail and cultural centre with a host of unique and appealing attributes.  As the City of Penrith undergoes continual change through the development of new buildings and alterations to existing buildings, it is important that temporary structures are designed and installed to improve amenity and overall experience in our public spaces.

Hoardings are temporary structures placed as a protective barrier that separates active worksites from public spaces. Penrith City Council’s Hoardings Policy (2019) ensures that temporary structures such as hoardings are safe and minimise the adverse impacts of construction sites across the Local Government Area.

In alignment with the Hoardings Policy, the Creative Hoardings Program mandates visual public art on hoardings within the Penrith City Centre, St Marys Town Centre, and Kingswood Traders Area (Nepean Health Precinct) and is strongly encouraged on temporary structures in other areas across the Penrith Local Government Area.

The Creative Hoardings Program commissions artists to provide artwork in their respective mediums for developers to temporarily display and use on construction hoardings, free of charge. The program aims to create vibrancy in our public spaces by increasing visual activation and connection through art.

Still Here: Songs for Species is a tribute to threatened species native to Dharug Country — including plants, bats, birds and invertebrates that often exist beyond public attention. Through illustration, typography and Dharug language developed in consultation with local Elders, the work reflects on fragile ecosystems, visibility and our shared responsibility to care for Country.

Moments of Stillness

This photographic series explores the quiet, often overlooked landscapes that frame daily life in Penrith. From elevated viewpoints across Penrith Lakes to intimate details observed on Dharug Country, the images reflect moments of stillness, transition and scale within the local environment. Through a balance of expansive horizons and close natural detail, the work invites viewers to slow their gaze and reconnect with the subtle character of place.

By the River celebrates the stretch of the Nepean River between Victoria bridge and the M4 bridge as a shared community space where locals and visitors gather and connect.

Reimagining this beloved Penrith location through a bold, contemporary 3D illustration alive with colour and energy. Playful, stylised characters, creatures and plants inspired by the riverside environment reward closer looking, capturing the wonder and charm of the river. A celebration of the memories and moments shared by the Nepean River, and an invitation to explore it for yourself along the Great River walk.

Forgotten in Plain Sight

What is always here becomes visible when we pay attention.

This work illuminates the often-overlooked birdlife woven into our everyday lives. Inspired by neon signage, glowing linework draws these familiar species out of the darkness, revealing themselves gradually to the attentive eye. It reflects on how easily wonder fades within the pace of everyday life while these resilient creatures continue to adapt and thrive alongside us. It invites a moment of pause.

An opportunity to notice, reflect, and reconnect with the natural world that exists quietly beside us, hidden and forgotten in plain sight.
