Who does this apply to?
This applies to all mobile food vehicles selling pre-packaged items, such as ice cream, coffee, and other foods that do not require cooking.
Submit an Application
Vehicles used for roadside mobile food vending must undergo annual inspections by Council’s Environmental Health Officers. Vendors must submit an application at the start of each financial year for review, after which a vehicle inspection will be arranged before approval is issued.

Food not prepared within the Vehicle?
Food prepared at home requires an Occupation/Compliance Certificate approved by Council, to be submitted with the application.

Food prepared at a commercial premise requires a satisfactory health inspection report/approval letter issued within the last 12 months, to be submitted with the application.
Do I need an inspection?
Mobile food vending vehicle housed within the Penrith Local Government Area
Yes. After submission of your application, you will be contacted by Council’s Environmental Health Officer to arrange an inspection of your vehicle.
Once all satisfactory documentation is received, an approval letter and invoice will be emailed to the address provided on your application form.
Mobile Food vending vehicle housed outside of the Penrith Local Government Area
You must attach a satisfactory health inspection report, issued within the last 12 months from your local council with your application. If you are unable to provide this report, an inspection will be arranged by Council’s Environmental Health Officer.
Once all satisfactory documentation is received, an approval letter and invoice will be emailed to the address provided on your application form.
